On 16th June 2020, Pol. Lt. Gen. Sopon Pisuttiwong, Deputy Governor of Bangkok, signed the MoU on Community Service as Fine Payment in Criminal Court Project between the Bangkok Metropolitan Administration (BMA) and Criminal Court, Ministry of Culture, Department of Probation, and Metropolitan Police Bureau. The MoU aims to help litigants and the people who use the court service and relieve their burdens during the outbreak of coronavirus disease 2019 (COVID-19) in which most of the people are facing economic impact, unable to work as usual and eventually lose income.
This MoU provides alternative for the offenders who are unable to pay fine, so that they do not have to be unnecessarily sent to jail instead of paying the fine. This will help to reduce density and the risk of spreading the disease in the prison. Moreover, community services or to work without payment to help other people provide an opportunity to the offenders to show their social responsibility, use their knowledge to do good deeds, and compensate the society through their works. This project will be periodically monitored and evaluated by all parties to ensure the efficiency and effectiveness for both the offenders and the general public.
